Job Post: Vice President of Project Services

We are seeking a Vice President of Project Services to join our practice in Houston, TX.


Valor provides our clients with engineering services for facility compliance including air permitting planning and modeling services, closed vent system analysis, emission reduction planning, and control device engineering. Qualified candidates will have demonstrable consulting experience in the oil and gas, and/or industrial sectors.


Reporting to the President and the Board of Directors, the VP of Project Services plays an integral role in the supervision of all projects, and as a key member of the leadership within Valor’s overall operations team. The VP of Project Service’s primary focus is:
• Utilize Projector software for project budget tracking, resourcing, and scheduling
• Developing new service offerings and obtaining new scope from existing clients and contracts.
• Manage complex projects and programs related to compliance with New Source Performance Standards at oil and gas facilities
• Use proprietary Closed Vent System modelling software to determine potential to emit greenhouse gas
• Manage projects and programs using PROMAX simulations in support of projects/engineers
• Create Key Performance Indicators (KPIs) to track project status, budgets and health
• Manage multiple projects and multiple clients in the oil and gas industry
• Correspond with equipment vendors for equipment selection/procurement purposes
• Mentoring and training project managers and engineers on job functions and complicated compliance projects
• Track all projects for the company, matching resources to the client/project, maximizing project efficiency and profitability
• Ensuring client satisfaction, and fostering existing relationships with clients

This is a senior level position which will be responsible for overseeing the Project Management group which includes 4-6 Project Managers and an additional 5 Project Engineers across 30 ongoing projects. This person must possess technical knowledge of regulatory side of upstream oil and gas as it pertains to emissions and have a diverse background in project and people management. The VP of Project Services will be responsible for ensuring all Project Managers are producing quality deliverables, reporting timelines, budgets and project statuses appropriately, managing their project team adequately and will be ultimately responsible for ensuring the company’s revenue stream is maintained.

NOTE: Random drug & alcohol screenings may be required as terms of employment

Experience and qualifications for success:
• B.S (or foreign equivalent) in Mechanical, Chemical, or Environmental Engineering
• Minimum of 10 years experience
• Ability to travel up to one week every 6-8 weeks
• Ability to pass onboarding drug & alcohol screening
• Must have experience with the following software:
o Projector or Microsoft Project project management software or similar (8 years minimum)
o Closed Vent System modelling software (1-2 years minimum)
o PROMAX simulation software (2-3 years minimum)
o Microsoft 365 (word, excel, powerpoint, VISIO) (8 years minimum)
o Quickbooks (1-2 years minimum)
• Client and project management experience with a minimum of having managed 20 clients (5 simultaneously) and a cumulative of 20 million dollars’ worth of projects (5 million dollars simultaneously).
• Direct personnel management of a group of multiple engineers and project managers
• Managing environmental projects, specifically related to emission reductions for storage tanks, closed vent systems, and flares (1-2 years)
• Managing environmental projects, specifically related to 40 CFR Subpart 60 OOOOa, b, and c (1-2 years)
• Managing Engineering, Engineering and Procurement, or Engineering, Procurement, and Construction projects for oil and gas where the design basis is the reduction of emissions and risk of regulatory enforcement action (1-2 years)
• Managing and guiding clients to develop pathways to compliance and generate unique solutions for emission reduction and compliance (1-2 years)

Job Type: Full-time

Pay: $150,000.00 – $190,000.00 per year
